Overview of Spice Board Registration

India is one of the world's important producers and exporters of spices, but businesses that want to commercially export spices from India need to comply with the applicable export and food-safety requirements. One of the key registrations for spice exporters is Spice Board Registration, formally associated with the Certificate of Registration as Exporter of Spices (CRES).

The Spices Board of India was constituted on 26 February 1987 under the Spices Board Act, 1986. The Board operates under the Ministry of Commerce & Industry and is responsible for the development and promotion of Indian spices, including export-related activities for scheduled spices.

For an exporter, Spice Board Registration should not be viewed as an isolated certificate. It is normally part of a broader export-compliance framework involving IEC from DGFT, CRES/e-RCMC, applicable FSSAI licensing, GST and business registrations, product-specific requirements, and export documentation.

This guide explains the Spice Board registration process, eligibility, documents, fees, renewal, certificate requirements and the relationship between Spice Board Registration and other registrations required for spice exports.

What Is Spice Board Registration

Spice Board Registration is the registration required by eligible businesses involved in the export of spices and spice products covered by the applicable Spices Board framework.

The registration results in a Certificate of Registration as Exporter of Spices (CRES). The Spices Board itself states that CRES is mandatory for the export/import of spices and spice products.

The registration allows the Board to identify and regulate exporters and supports its wider responsibilities relating to the development, promotion, quality control and export of Indian spices.

In practical terms, a business planning to export spices should consider the following compliance sequence:

Business setup → IEC → applicable food/business licences → Spice Board CRES/e-RCMC → product and shipment-specific export compliance

The exact requirements can vary depending on whether the applicant is a merchant exporter, manufacturer exporter, processor, trader or another type of business.

What Is the Spice Board of India

The Spices Board of India is a statutory organisation functioning under the Ministry of Commerce & Industry, Government of India.

It was created through the merger of the erstwhile Cardamom Board and Spices Export Promotion Council. The Board's responsibilities include export promotion, quality improvement, research, development, certification and other activities connected with Indian spices.

The Board deals with the export promotion of 52 scheduled spices and also has responsibilities relating to the development of small and large cardamom.

Its functions include promoting and regulating spice exports, granting certificates for export of spices, supporting quality improvement, developing standards and undertaking programmes connected with the international spice trade.

What Is the Spice Board Act, 1986

The Spices Board Act, 1986 provides the legal framework for the constitution and functions of the Spices Board.

The Act established the institutional framework for the development and export promotion of spices and matters relating to cardamom.

For exporters, the significance of the Act is that Spice Board registration is connected with a statutory regulatory framework rather than being simply a private industry membership.

The Board's functions include:

Development and promotion of spice exports
Regulation of export-related activities
Granting certificates for export of spices
Quality control and quality improvement
Promotion of research and processing techniques
Support for grading and packaging
Export promotion programmes
Collection and publication of spice-related statistics

Who Needs Spice Board Registration

Businesses involved in exporting spices or spice products covered by the applicable Spices Board requirements should obtain the relevant registration before undertaking exports.

This can include:

Merchant exporters
Manufacturer exporters
Spice processors
Businesses exporting processed spice products
Businesses involved in the export of scheduled spices

A merchant exporter does not necessarily need to own a manufacturing or processing facility. A manufacturer exporter, however, may need to provide details and supporting documents relating to the processing or manufacturing premises.

The product being exported should also be checked against the applicable Spices Board requirements before applying.

Spice Board Registration vs CRES vs RCMC

These terms are sometimes used interchangeably in online discussions, which can create confusion.

CRES means Certificate of Registration as Exporter of Spices.

It is the specific certificate issued by the Spices Board for eligible spice exporters.

RCMC stands for Registration-Cum-Membership Certificate. Exporters may still encounter the term RCMC in general export documentation and discussions.

The current export-registration ecosystem increasingly uses electronic RCMC processes through DGFT, while the Spices Board uses the CRES terminology for spice-export registration.

Therefore, when researching "Spice Board RCMC", an exporter should verify the current application route and certificate requirements rather than relying on older articles using only the term RCMC.

Spice Board Registration Eligibility

The basic eligibility depends on the nature of the proposed export activity and the products involved.

Before applying, an applicant should generally confirm:

The business is legally established.
The applicant has or can obtain a valid Importer Exporter Code (IEC).
The proposed products fall within the relevant Spice Board framework.
The applicant has the required business and premises documents.
A merchant or manufacturer exporter category is selected correctly.
Applicable food-safety and other regulatory requirements are satisfied.

For manufacturer exporters, information concerning the manufacturing or processing facility can be particularly important.

Is IEC Required for Spice Board Registration

Yes. An Importer Exporter Code (IEC) is an important prerequisite for carrying out goods exports from India, subject to applicable exemptions.

DGFT's Foreign Trade Policy states that IEC is mandatory for undertaking export/import activities unless specifically exempted.

Therefore, a business should generally obtain its IEC from DGFT before proceeding with Spice Board export registration.

A simple compliance sequence is:

PAN/business entity → IEC from DGFT → applicable food licence → CRES/Spice Board Registration → export documentation

Obtaining a Spice Board certificate does not replace the requirement for an IEC.

Documents Required for Spice Board Registration

The exact document list depends on the applicant's constitution and exporter category. Applicants should always verify the current checklist on the relevant Spices Board/DGFT application system before submission.

Commonly relevant documents and information may include:

IEC issued by DGFT
PAN of the business/entity
GST registration details, where applicable
Business constitution documents
Address proof
Bank-related details/documents
Details of the products proposed to be exported
Details of the authorised person
Partnership deed for partnership firms
Certificate of Incorporation for companies
MOA and AOA for companies, where applicable
Board resolution/authorisation, where applicable
Manufacturing or processing-unit details for manufacturer exporters
Applicable factory or processing-related licences
FSSAI licence, where applicable
MSME/Udyam certificate, where applicable

The requirement is not identical for every applicant. For example, a merchant exporter and a manufacturer exporter should not assume that the same supporting documents will apply to both.

Step-by-Step Spice Board Registration ProcessStep

1: Establish the Business

The applicant should first have an appropriate business structure such as proprietorship, partnership, LLP or company, depending on the nature of the business.

The business address and constitutional documents should be consistent across the relevant registrations.

Step 2: Obtain IEC from DGFT

An IEC is generally required for goods exports from India.

The IEC should contain accurate business information because inconsistencies between the IEC and other applications can create verification issues.

Step 3: Identify the Spice Products

Prepare a clear list of the spices or spice products proposed for export.

The applicant should check whether the products fall within the applicable scheduled-spice and Spices Board requirements.

Step 4: Determine Merchant or Manufacturer Exporter Category

A merchant exporter generally purchases products from manufacturers or suppliers and exports them.

A manufacturer exporter processes or manufactures the products intended for export.

Manufacturer exporters may have additional requirements relating to their processing/manufacturing premises.

Step 5: Prepare Supporting Documents

Collect the applicable business, IEC, bank, address, product and facility-related documents before starting the application.

This reduces the likelihood of delays caused by incomplete submissions.

Step 6: Submit the Application Online

Spices Board provides an online registration mechanism for exporters.

The applicant needs to provide the required information, upload supporting documents and complete the applicable payment process.

The application route and electronic RCMC processes can change, so applicants should use the current official portal instructions rather than relying on an old registration URL copied from another website.

Step 7: Verification by the Authority

The submitted information and documents may be examined by the concerned authority.

For manufacturer exporters, the processing/manufacturing facility may also be relevant to verification.

Step 8: Receive the Spice Board Certificate

Once the application is approved, the eligible exporter receives the applicable Certificate of Registration as Exporter of Spices (CRES).

The exporter should retain the certificate and comply with continuing requirements, including applicable export-return and renewal obligations.

Spice Board Registration Fees

Spice Board registration fees depend on the exporter category and the applicable fee schedule.

The Spices Board's published Citizens Charter lists the following CRES charges:

Exporter Category New CRES Fee

Merchant Exporter ₹11,800 including 18% GST

Manufacturer Exporter ₹17,700 including 18% GST

The Board has also published separate fee structures for renewal and amendments in its registration circulars.

Because government fees and procedures can be revised, exporters should verify the amount displayed on the current application/payment portal before making payment.

Professional consultancy charges, if any, are separate from government fees.

Spice Board Registration Processing Time

The Spices Board Citizens Charter specifies a minimum timeframe of 10 days for CRES services from receipt of the application.

Actual processing time can depend on:

Completeness of documents
Verification requirements
Applicant category
Manufacturing-unit verification, where applicable
Clarifications requested by the authority
Application volume
Payment or technical issues

Therefore, applicants should avoid planning an export shipment around an assumed guaranteed approval date.

Spice Board Certificate for Export

The Spice Board certificate relevant to exporters is the Certificate of Registration as Exporter of Spices (CRES).

The certificate demonstrates that the exporter has completed the applicable registration with the Spices Board.

However, CRES should not be confused with every other certificate that may be required for a particular shipment.

Depending on the product, destination country and buyer requirements, an exporter may also need documents relating to:

IEC
Commercial invoice
Packing list
Shipping bill
Certificate of origin
Health certificate, where applicable
Laboratory/quality testing
FSSAI compliance
Phytosanitary or other product-specific requirements, where applicable

Export requirements should therefore be checked based on the HS code, product, destination country and applicable import regulations.

Spice Board Registration and RCMC

Exporters often search for "Spice Board RCMC" because RCMC is widely used in Indian export compliance.

The important distinction is that the Spices Board's exporter certificate is referred to as CRES — Certificate of Registration as Exporter of Spices.

DGFT also provides an electronic platform for RCMC/RC-related processes.

Consequently, an exporter should check whether a particular application, export benefit, product or transaction requires a separate RCMC-related action in addition to the Spices Board certificate.

Spice Board Registration Renewal

Spice Board registration is not something an exporter should treat as a one-time compliance exercise.

CRES holders need to monitor the validity of their registration and applicable renewal requirements.

The Spices Board has issued renewal procedures and fee schedules for CRES, and its published material also indicates that export activity and quarterly export-return compliance can affect renewal.

Exporters should therefore:

Monitor the CRES validity period.
Maintain accurate exporter details.
File applicable quarterly export returns.
Keep supporting records updated.
Check outstanding requirements before renewal.
Apply through the current prescribed electronic process.
Pay the applicable renewal fee.

A business should not wait until immediately before a planned shipment to discover that its registration has expired.

What Happens If CRES Is Not Renewed

If an exporter's registration expires, the business may not be able to rely on the expired certificate for subsequent regulated export activity.

The consequences depend on the circumstances and applicable rules, but an exporter can face avoidable compliance and shipment-planning problems.

The safer approach is to monitor the validity period and initiate renewal well before expiry.

Common Mistakes to Avoid During Spice Board Registration

1. Applying without checking IEC details

Business name, address and other information should be consistent across the IEC and supporting documents.

2. Using an outdated fee figure

Government fees can change. Always verify the applicable amount before payment.

3. Treating CRES as a replacement for FSSAI

They address different regulatory areas.

4. Ignoring manufacturer-specific requirements

A manufacturer exporter may have facility-related compliance obligations that do not apply to a merchant exporter.

5. Waiting until the first export order

Registration, testing and other export compliance requirements can take time. Starting the process after receiving an urgent purchase order can create unnecessary pressure.

6. Ignoring destination-country requirements

Indian registration is only one side of international trade compliance. The importing country can impose its own requirements relating to contaminants, pesticide residues, labelling, packaging, certificates and testing.

Spice Board Registration: Merchant Exporter vs Manufacturer Exporter

The correct category should be selected based on the actual business model rather than simply choosing the category with fewer documents.

The application process is online, but the exact portal flow can change.

A typical online application involves:

3. Enter IEC and business details

4. Select the appropriate exporter category

5. Enter product and business information

6. Upload the required documents

7. Pay the applicable government fee
