NCBL organized a symposium of Leaders of Survivors. Survivors shared their insights into their activities, efforts, and the outcomes of their 17-point advocacy initiative. Their collective efforts focus on several key areas, leading to notable developments:

1. The Truth and Reconciliation Bill has been passed and converted into law. This Law addresses the concerns of landmine and IED survivors, ensuring equal treatment without discrimination against other survivors.

2. A High-Level Committee has been established to specifically address the needs of survivors. This committee is composed of nine members, including the Secretary of the Ministry of Home Affairs as the coordinator, along with representatives from the Ministries of Health, Education, Finance, and Law, as well as three survivor delegates. The committee is led by the Secretary from the Disaster and Conflict Management Division.

3. To support survivors, the government has allocated 50 million rupees for this year, which has been officially recorded in the Red Book.

4. Efforts are underway to revise the operational procedures and guidelines for student scholarships. Local governments in Karnali, Lumbini, Gandaki, and Sudurpachim provinces are actively supporting education initiatives. Notably, No. 1 Province is providing an additional 2,000 rupees per child for education.

5. Initiatives are being introduced to improve access to medical care and to secure reimbursements for medical expenses incurred at both central and provincial hospitals.

6. All survivor-related issues are being incorporated into the government's 16th Five-Year Plan.

7. The process of establishing a Peace Fund Secretariat is currently underway.

8. Discussions are ongoing to ensure that survivors are represented in government appointments.

9. Legislation now mandates that all political parties nominate at least one person with disabilities on their candidate list for national elections.

These concerted efforts by survivors aim to foster meaningful change and enhance their overall quality of life.
